When you do the commando /setblock x y z minecraft:(color)_coral_plant the block will be placed with a water block around it. I guess this makes sense if you are using the commando underwater, because the water then might not wanna update, but i fink it is a little bit annoying for my maps :/

Stated in the blog post of 18w10: sea grass, kelp, bubble columns and coral plants are always waterlogged -> they always contain water.
You can't place coral plants in places that aren't water source blocks.
Seems like it's a WAI.
