Water overlay texture barely shows when underwater

[In 1.13.1] Still no change. The Water Overlay is still missing.

1.15.2 no change has occurred. Still missing.

1.16 pre 5 still missing; the texture was also darkened in this pre release which may be worth noting. 

1.16.2 Still no change beyond the texture change.
Water Overlay is still inactive.

1.16.5 Still no change.
Water Overlay is inactive.

I can confirm what the issue describes in 21w44a: the water overlay is indeed used, but it's ridiculously hard to see.

Also confirmed in 1.17.1. The title should be updated to reflect that while it does show, it's so hard to see that it's basically insignificant.
