Can't obtain tall grass and ferns from shears

I am trying to pick up tall grass and ferns for landscaping with shears and the grass and ferns just break.

This is caused by another bug where the large variants generate (bottom only), instead of the 1 block high ones; only the top of 2 high blocks drop the item.
