Cannot connect to any server io.netty error

Hello Mojang i'v come across this problem where i cannot connect to any servers because of a error with one of the libraries witch is Netty i'v spent hours trying to resolve this problem with no luck the following error i shown when i try to connect to any server:

io.netty.channel.abstractchannel$annotatedconnectexception: connection timed out

i tried replacing the netty-all-4.1.9.Final lib jar with a higher version and renamed it too
but minecraft just replaced the library file on startup. This error is experienced by tons of players. Thank you for all advice given
