Torch Fire Particles Dim when viewed over water

I was moving around my island and there was a torch on the edge of a water source. It caught my eye that when
the fire particles that emit from the torch (Including all other particles) were viewed over the WATER and ICE, they seemed dimmed. When view over land, they seem to have no opacity.

I thought that the emitting particles were going to have no opacity.

When viewing the particles over the water and ice, they seem to have 25% of their full opaque state.

Steps to Reproduce:
1.Place a torch by the edge of a water source or ice
2.View emitting particles (They Should be Dimmed)
