Can't find Strongholds

On a new map in creative map i went to the 5th stronghold ring and used an eye of ender. i kept following it but i ended up in 4th and then 3rd ring. then i used /locate and it said stronghold is at x:8 z:8. and eye of ender fell there as well. i dug down and obviously there was no stronghold. so i started a new world and both /locate and eye was working fine.

A few hours later i did the same thing on a snapshot server (DVGaming) and exact same thing happened. from z:14000 eye brought me to x:8 z:8. and no stronghold there. This issue is happening to other players on that server.
