dolphins randomly die shortly after being fed raw cod

Invalid/cannot reproduce, the damage is not caused by it being fed raw cod.

They sometimes begin to race in circles and die with apparently no outer cause.

Are you sure this is because of the cod? It might actually be MC-128557 which was fixed in 18w19b.
