MC-91766: Rideable entities completely freeze while riding near unloaded chunks. 'Work as Intended' seems not to be a good solution. Isn't it very annoying for you to reactivate your hopper minecarts every time you want to use your farm? Why can't the game save these entities' momentums and automatically 'reactivitate' them when chunks ahead are loaded?
It is a bug that influences players' gaming experience. Therefore, it should be a 'bug' to define MC-91766 as 'intentional work'.
