I do not get breathing bubbles while swimming in a column of flowing water. I only get the bubbles in the water-source block.
Since it's flowing water causing this effect this ticket is a duplicate of MC-129358
I can't reproduce this. Can you provide detailed reproduction steps? Does MC-129358 describe your issue?
