Blank creative mode firework star, when used to make a fireworks rocket, does not make said rocket damage entities in its blast radius

I can understand MC-53745 being WAI, but then why would Mojang put this item in the creative inventory if it were to have no use? It doesn't even inflict damage like other firework stars do!
