Cod die when touching the bottom of a block.

In the latest snapshot 18w20c cod will die when touching the bottom of a block.
When I built an aquarium with Cod in it, the cod died because the fish,
when they touched the ceiling, took damage and died.
The aquarium had water in it and other fish did not take any harm if they touched the ceiling.
