[MC-130282] Decaying leaf blocks cause severe micro stuttering

The bug

When any leaf blocks decay, there are massive short-lived FPS drops as each one disappears. This may be connected to the larger micro stuttering issue involving block updates in the 1.13 snapshots.

Confirmed, but please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) here.

I'm fairly confident this is a symptom of MC-123584. If this persists after MC-123584 is fixed or you can demonstrate that they're different, please leave a comment.

this is still persisting in pre-release 7 , every time i break a log on the tree i get a little lag spike and every time i place a torch at night i get it again
