The bug
The ambient fog color underwater does not match the new colors of the water blocks themselves. The underwater fog is much brighter and more saturated compared to the color of the water blocks.

The water colours not working is most probably caused by a bug: MC-130430 . The water fog colours ares still working, thus the discrepancy between the two.
Otherwise water / fog / biome colours see MC-128455
