When glass panes (and metal bars) are attached to a block on only one side, the hit-box at the unattached edge extends some way beyond the rendered pane.
What I expected to happen was...:
When trying to attach another pane to the free edge, I expected to be able to click on the edge of the rendered pane.
What actually happened was...:
Because the hit-box extends past the rendered pane, I often end up attaching the next pane to the side of the existing pane, making a corner. This is particularly the case in the Nether or other dark environment where the hit-boxes are difficult to see.
Steps to Reproduce:
1. Place any solid block.
2. Attach a glass pane or metal bars to one side of the block.
3. Look at the hit-box.
I tried to produce a screen-shot showing the problem but the hit-box isn't shown in the screen-shot.

Do you mean that space on the screenshot above?

Yes, that's it.

I always thought this was how it was meant, and placed the bars or panes on the surface of the next block. I see your point but how does this make a difference to if you can place them, you can only add more in a row by either building them on the thin edge, or on the surface of the next block, If you build it from the side it will most certainly come towards you. But if you look at my screenshot, you will see it is probably going to classed as intentional. The way the corner is made is that there is two panes going into each other, making the hit-box fairly messed up and meaning that you can build on them when not actually trying to.

Can confirm. Not sure if intended though...

Is this still a concern in the current Minecraft version 1.6.4 / Launcher version 1.2.5 ? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.

Confirmed this still affects version 1.6.4
Also tested in 13w38c - still present.

Confirmed 13w41a.

No longer affects the revised glass pane model in 13w41b but is still present for iron bars.

Confirmed in 1.7.1, and actually, it seems the rendering is the incorrect part for iron bars, rather than the hitbox.

still in 1.7.4

Confirmed in 14w04b.

Confirmed for 14w08a

Fixed in 14w10c
