if you know the location of the fireball (sometimes you can see it for a while before it crashes) you can brew a speed potion 2, run up to it, and punch it or shoot it with an arrow.
its not really a duplicate, its more related. mobs turning upsidedown is intended. the real bug is that riding an upsidedown horse crashes the game.

this is NOT a duplicate, it sure is related, but not a duplicate. MC-3073 is about tall grass being off-center, which works as intended. this issue, MC-19005, is about the fact that some grass is SO off-center that the bottom of the tall grass appears through blocks placed next to it. these issues are similar, but NOT the same. I understand that grass being off center is the cause of it appearing at the bottom of blocks placed next to it, but these are different issues. one way to fix it is to make it not so off-center (still a bit, just not to the point where it appears through blocks placed next to it). Another way to fix it is to raise the tall grass a slight amount so the texture does not intersect the block. I hope you realize the difference between this issue and MC-3073

you don't really have a 30million x 30million block radius to build. its more like 8.4million by 8.4million because after coordinate 8388608 some features do not work properly. but that still is a very large range.
yes it is intended, but it is impossible to escape which makes the world useless. I was creating a knowledge challenge and I ended up having to delete it because I was stuck in one spot and could not move.
what about fire particles? the smoke particles don't go through the block above, they hang on the bottom. try it out.

its not in just one seed, its basicly any village. just look at the doors. but if you look at the doors in superflat seed 5757 at coordinates x -450 z 750 you can look and see
well, I don't know the actual code it in minecraft, so I can't say entirely for sure, but it sure looks like one.
