When I put down a glowstone block in 100% dark place, and destroy any block that will lead the sunlight in it will create a brighter light, but when closing down sunlight and making it only glowstone light it will still look like it is sunlight!
Especially noticeable with Aetherys Ascended texture pack, default a bit harder!

Use F3 and surround yourself in glowstone. You will see that the sunlight value will be rather high. Happens in the latest snapshots as well.
@John: Glowstone is not transparent but is some what considered transparent. It is not transparent as when the player is in it they will be able to see through any wall that the glowstone is attached to (like an opaque block does when its texture is transparent). Real transparent blocks (like glass) do not do this, even when given solid textures.
The only part of glowstone that is "transparent" is how other blocks treat it as one (can't place anything on it and fences won't attach to it.
OK, my comment at the top is wrong, at least in the latest snapshot, sunlight cannot travel through glowstone.

Glowstone is a "transparent" block. That means the brighter light of the sun is supposed to be able to pass through it.
Your description is confusing, i don't know if this info makes what you observe make sense.
