[MC-18936] Compass in item frame in nether spins faster than compass in hand / inventory

if you have a compass in an item frame in the nether it will spin around much faster than if you are holding a compass in your hand. you can compare this with a clock in an item frame which does match the one in the inventory.

The compass is deliberately useless in the Nether. The bug here is probably a side-effect of the "new" texture system (which itself has since been replaced by /upgraded into the resource pack system), and while they could probably fix it, it would complicate the code without accomplishing much – since, as previously mentioned, the compass is deliberately useless in the Nether. It's easier to just call it another effect of the Nether than to fix it.
