Can't enchant items more than the maximum enchant with an anvil

The bug

When you give to yourself an enchanted book with:

/give @s minecraft:enchanted_book{StoredEnchantments:[{id:"looting",lvl:5}]}

And when you want to enchant a sword with an "OP" enchanted book on an anvil, it doesn't work.

In our case:
Diamond sword + Looting 10 = Diamond sword Looting 3
