[MC-131167] Tall Sea Grass has a air block when lower half is broken

When minecraft:tall_seagrass half:lower is hitminecraft:tall_seagrass half:upper has a brief air block

Environment

Windows 10 (64 bit), i7 Core 7700HQ 2.8Ghz, 16g RAM

Java (build 1.8.0_171-b11)

That would be expected, as it happens when you remove any block underwater.

agreed, but its inconsistent with breaking other plants underwater, like kelp. It happens correctly when breaking the block under the tall sea grass.
