Items on ground don't pop to the surface when buried by blocks

I noticed when digging dirt and replacing it with a jack 'o lantern, the dirt item in the hole I just dug doesn't pop to the surface when I place the jack 'o lantern in the hole.

Please check if that's still an issue in the latest 1.14 (pre-)release.
