The resource pack got my FPS back up to 30, but the CPUs and GPU were still close to 100°C (13" MacBook Pro 2019), and I don't want to risk causing damage. Hope it gets fixed soon!
Seeing this in 20w18a.
After running --forceUpgrade --eraseCache, you have to hold the maps and revisit the area. They will update without the grainy texture.
Still an issue in 20w15a, although it seems to be happening with the baby bees more than the adults.

This is happening on my server as well, both day and night.
Confirmed in 19w42a. Doesn't appear to be related to what is around the sapling, birch saplings just won't grow into trees. Planted saplings on dirt in an underground farm and they won't grow.

Thanks for the reply, Cory. I'm happy you plan on fixing it, but sad that it's going to be like this for so long as it's quite a crippling change. I really hope you'll consider reverting or fixing it for a dot release of 1.14.

Edited my original description to reflect that it doesn't matter what gamemode the observing player is using, they despawn even if the observer is in survival mode.
This is still an issue in 1.13. It works fine without using SHA-1 hash, but when checking the downloaded resource pack, it reports a different hash in the client log than the one in the server's server.properties file. I just update the server's hash to the one reported by the client and it works fine, but it's still not working as intended.
I referenced the wiki because it's easier to look up the changes, but the information is taken directly from the snapshot posts on Minecraft.net. It specifically says regarding dolphins, "spawns in any ocean that isn't frozen."

All it says is that they don’t spawn in frozen oceans, not cold. Also, the “biomes” entry on the wiki (https://minecraft.gamepedia.com/Biome) specifically lists dolphins as “features” under all aquatic biomes except frozen and deep frozen.
So which is right?

Confirmed in 1.13-pre4. It also happens when trying to right-click to get into a boat when you're in swim mode. You enter the boat, but you're still in swim mode.
Strange, happened on a fresh server generated with 1.13-pre1. Can't reproduce on a new world.
I can confirm this is happening in 18w01a.
Still a problem in 1.15.2, especially when the cartographer villager ranks up Ocean Explorer map trade.
