End Gateways teleport to random other gateways

So I have a survival server that I play with my friends, and we made it to The End... although the stronghold didn't generate, which is also a bug. After we killed the Ender Dragon, we went the an End Gateway and explored for a while. I was the only one to survive and make it out, but when I went through an escape gateway, it led me to another escape gateway. When I went through the one I came out in, it had made a link in both of them, and I got teleported back to the original one. I kept trying this and nothing would change. I did a /tp command to leave, but I don't know what was causing it. I have 2 portals now, both of them have solid blocks around them, and it happens to both of them.

Can Confirm. They are supposed to teleport you to the main island.

I have done some testing with this and this is by no means random. These outer end end gateways create and link to new end gateways which generate in a ring around the edge of the outer end. This may not be a bug, but instead a secret feature. It makes more sense for an end gateway to link to another gateway, rather than the obsidian platform as they once did.

Timothy, I get that it isn't random. I tried to explain that it was a random one it teleported me too, and it just made a link like you said. I''ll edit it to be more specific.

This is a picture from the minecraft wiki of the end. From my testing, the end gateways that generate in the far outer end will always generate a second one in a ring around the central island in the outer end. To me, this improvement does not seem to be an accident. However, this is up for the devs to decide.

Is this still an issue in 1.14.4 and 1.15-pre2?
