[MC-131491] Note blocks behave differently on the various types of ice blocks

The bug

Note blocks that are place on top of ice blocks are supposed to make a "chime" sound. This works fine for packed ice, but on regular ice and blue ice, they make a regular piano sound, as if it were placed on dirt.

@unknown, the fact that this was mentioned in a snapshot video by slicedlime doesn't mean that this is intentional; especially since he didn't even work on Java Edition back then.
