concrete powder has black texture of falling particles

Confirmed for MC 1.13-pre2.It's "Concrete powder" then, there must be particles, but you are right, the particles should be red, not black.I also checked it with all powder types and all the particles are black.Maybe the particles should be the same color as the Concrete Powder's color.
