Mininng Fatigue does not correlate to arm swing

The status effect of Mining Fatigue only affects the actual rate of mining a block, and does not relate to the actual swing of the player's arm.

It would be logical that the player would not be able to activate another "punch" if the animation is half way through.

To replicate:
1. Apply mining fatigue of any level, higher is more noticable.
2. Spawn any mob.
3. Using any item, or empty hand, punch at the mob.

It can be noticed that the mob can be hurt as fast as the damage buff will allow it to be.

This IS a bug, that should be fixed, so the mining fatigue prevents from hitting too fast in some Maps.

The word should indicates precisely that this is a feature request, not a bug.

mining fatigue is a status effect that should prevent excessive arm swinging and haste should affect hitting rate, but they both don't work as intended.

The fact that the player is able to "attack" one or more times during a single swing animation describes it precisely as a bug. The bug being that the attack animation is not in sync with the actual attack command that both the server and clients receive.
