Barrier can’t be waterlogged

In Bedrock Edition 1.6.0.5, I can waterlog barrier, but not Java Edition.

This issue is included in MC-125351 - Some blocks still show air around them when surrounded by water/cannot be waterlogged.

Confirmed still an issue in 1.13.2
