[MC-132683] Unable to place torches in 1.13 pre6

I have 22 torches in inventory. I place torch. Inventory count goes down by 1. Torch immediately disappears. I keep placing torches on same block until I run out. Log out. Log back in. I have 22 torches again.

(Playing on a public snapshot server.)

Except I'm having the same torch glitch on another server. Something intermittent?
