Placing blocks with off-hand while main hand empty not possible

Blocks will not place with off-hand while main hand is empty.
Placing sound is made but block vanishes, relogging puts items back in off hand.
Operates fine if main hand holding an item.

Can confirm, also a problem for other blocks

This affects all right-click actions (like hoeing dirt, stripping wood, making grasspaths, etc)

No need to logout and back in.. if you go into your inventory, click in the off-hand storage space the amount of placed items will reset.

Still the same in 1.13-pre7. Not noted above is that the item is consumed as well.

The item is not consumed. The item temporarily disapperas out of the inventory client side. Going to your inventory and clicking the slot or reloading the world will put the item back.

Still doesn't work if there is collision block in main hand and you're trying to place on the ground in which a entity collides with it. Not sure if that is different bug report.

Can confirm this still affects 1.13-pre8.
