Occasionally encounter large areas on local server where torches cannot be placed and get consumed. Happens in creative and survival, on many types of blocks. Moving to another area doesn't change it. Logging out/in doesn't fix. Restarting server occasionally fixes it.

Just did more testing during another occurrence and couldn't find anything other than torches that can't be placed.
Reviewed new comments on MC-132635, does seem to be the same issue.
