Off/Main Hand Placement with air

When you play in survival and in pre 7, if you try to place a torch on the wall in your off-hand with air in your main hand it will not let you. I don't know if that's a bug or if its intended but I feel its a bug as placing a torch in your off hand while having air in your main hand should still place the torch.
