[MC-133159] placing items with off-hand does not work

When placing items using the off-hand they do not place. Item counter goes down while attempting to place. Then if you enter into your inventory the item counter will reset to the number before placing started.

Originally noticed in pre6, which is when I made the gif.. no change in pre7

Note that if I load a 1.12 map it works fine. (just tested that a minute ago).

I had not noticed the other ticket, please close this one and I will follow / update there. Thanks Matthew!
