Unable to place blocks from off-hand with empty main hand

Unable to place blocks from off-hand with empty main hand

What I expected to happen was...:
Block placed

What actually happened was...:
The block visually disappears from the off-hand (if in Survival mode), but it is not placed

Steps to reproduce:
1. Take in the off-hand any block that can be placed
2. Make sure that the main hand is empty
3. Try to put the block from the off-hand
