The recipe for an Enchanted Golden Apple does not work. I found a previous bug for this. The resolution said that the recipe was removed in 1.9. However, it appears that the Enchanted Golden Apple is required for the "A Balanced Diet" advancement.
The only way I have found to get an Enchanted Golden Apple is with the /give command.
You can find them in certain loot chests.
