[MC-132956] Fishing rod bobbers create excessive bubbles while in water

The bug

Whenever you cast a fishing rod in water, every time the bobber moves up and down, excessive bubbles are created. Additionally, the subtitle "splashing" is shown, despite no audible sound heard.

This new behavior makes it harder to notice the particles that show when a fish has been caught, thus making fishing harder.

Note

None of this behavior is observed in 1.12.2, so this is probably a result of new water mechanics regarding entities. Bubbles are occasionally created in 1.12.2 when fishing, but to a much less extent.

I found some more particle fishind rod / fishing bugs.

1. sometimes, the particles, if a fish is comming, are under water or laterally offset.
2. the rod line is to fast, when the player sneaks. ("old" not smooth animation)
