Fishing doesn't animate or render the rod, line or bobber anymore

The Bug

If you cast a fishing rod, nothing will appear to happen besides the appropriate sounds. If you wait, the swimming fish animation does work and you can actually still fish.

How to reproduce

  1. Get a fishing rod

  2. Right-click with it onto water
    →✔ The hand animation for "using" the rod plays, as well as the related sounds
    →✔ The water particles and swimming fish particles appear
    →❌ The fishing rod in your hand as well as on the hotbar don't switch to the cast texture
    →❌ No fishing line or bobber appear

I only have this issue on multiplayer servers using 21w13a, on my singleplayer worlds it works fine.

I was seeing this in singleplayer at 21W11A and am now seeing it at 21W13A. I would attach screenshots, except 1) they're useless (they show absolutely nothing changing), and 2) I don't know how to add them.
