Reported this earlier. In my case, only the animation is broken. If you turn on subtitles you can see that the game thinks the bobber is cast, but the animation is not shown. You can't see the bobber and hook or the string and the pole returns to the ready position. The game shows the approach of the fish bubbles and subtitles show that the fishing bobber dips. If you click when you get that message you can still catch "fish"
