[MC-133038] Datapacks with spaces or symbols in their names don't cannot get enabled

Some datapack names(e.g. [file/Carpet on stairs v2.1 datapack.zip]) cannot be enabled as it has spaces and symbols in it's name.

1. Datapacks are enabled by default, make sure you’re not enabling an already enabled data pack.
2. Works fine for me (quote the argument "file/....").
