The bug
When working with stairs or slabs under water it leaves a water flow layer. I can fix this issue by putting a water source onto the slab but then it flows through the slab or stairs into the structure itself.

Placing water in those top layer of slabs should not make it flow into your structure at all...
Please attach the world so it can be looked at in closer detail.
Removed one image as that is MC-127005.
When i place water to fix the water line on the outside of the structure it is ignoring the fact that there is a half slab there.causing water to flow into the structure its self.
Please attach the world as a zipped folder, if possible; if not (too big) then use an external site and provide the link.
I do not have access to the file. however after further testing it seems to flow through when the half slab is acting as the top slab.
19w14b. Trying to make a decorative well; the water goes through the stairs as if they weren't even there.
Can you please provide more information on this report? Considering it has not been confirmed in quite a while and the description and title are fairly vague, it would be helpful to know exactly what the issue is, how to reproduce it, and what all is necessary to reproduce it. While I understand the general idea of the report, it appears to describe a few different behaviors.
