[MC-133358] Functions with tag "#minecraft:tick" is not run any tick

Create a datapack, and functions with tag "#minecraft:tick".

You'll found that functions with "#minecraft:tick" is not run any tick, but if ticking functions can be run from /function #minecraft:tick.

Works fine for me, make sure the tag is under the minecraft namespace.

Yes, it's in minecraft namespace. I will retry, maybe I made some error in my datapack.

Confirmed that there's an error in my datapack, not a bug in Minecraft.
