When you place a minecart on a rail, and break the rail- it turns 90 degrees.
TO REPRODUCE:
Place a block in the air.
Put a rail on the block (See picture 1).
Break the rail and see it turn 90 degrees (See picture 2).

This is for Java Edition and it was encountered in 1.13 pre-release 8.
