When creating a world in superflat mode with a preset seed, layers are incorrect.
Example:
with seed 3;minecraft:bedrock,230*minecraft:stone,5*minecraft:dirt,minecraft:grass;1;
Minecraft creates a world with 1 grass (top), 2 dirt, 1 bedrock (bottom) (so in Classic Flat).

I created that seed using a tool... I don't know.
Is that number the problem? Maybe from 1.13 we don't need it.
What's the '3' at the beginning for?
