Rain instead of snow in deep frozen oceans

When weather occurs in a deep frozen ocean, where icebergs can appear, the weather is rain despite non-deep frozen oceans having snow as their weather, where icebergs also can appear. I'm unsure if this is intended or if this was an oversight. I apologise for wasting anyone's time if this was intentional.
