How to reproduce

  1. Generate a world and find a deep frozen ocean biome

  2. Use one of the following commands: /weather rain or /weather thunder

  • Try using this seed for confirmation: -3612961942359698429

I think that this bug and MC-125997 are caused by the incorrect temperature value of deep frozen oceans.

It will both rain and snow in frozen and deep frozen oceans. The temperature is different in different positions.
