So this all started when trying to get on the new pre-releases. so I loaded up Pre-Release 8 and it kept crashing saying my drivers did not support OpenGL. Ok well, I googled it and OpenGL said to be compatible with my OS so I tried again and same error. Restarted computer and then it worked but then it would do the infinite loading screen, I got driver cleaner and got the Pro verison of it, and it cleaned up all of my drivers. Updated them all, reinstalled them. Bug is still persisting, about 8 restarts now, drivers have been reinstalled, up to date checked and everything.
Please fix this bug or I may not be able to play 1.13 at all, if you require further information please ask me to provide and do not end this post. [I would like to play 1.13 with my friends on my server but this would not allow me to do that]

This issue may be temporarily resolved as Awaiting Response. Once the log is attached, the issue will be reopened automatically.

The issue is persisting in 1.13, and so far it seems it will never get fixed. My friend thought it was cause there was no realms on the snapshot version causing the crash, Wrong, We both are still having the same issue. We both run Nvidia. We have checked all of our drivers. And this bug is preventing us from playing on solid FPS to where it is actually playable, we both have to run Integrated Graphics to fix... and well for me whenever I go to an ocean on those graphics I get 40 FPS which is just awful... Compared to my usual 150+ FPS. [Also your tech support community takes forever and never helped us]

Everytime I load it, I have to Task Manager and end task manually...
Run the Launcher as administrator (Right click , then "Run as administrator"), that has helped in similar cases.
Using Discord ? Please check MC-124460 , there is evidence that Discord interferes with Minecraft.
[I can run 1.12.2 and any lower versions with ease, this is the first time I have EVER encountered this bug on Minecraft in the past 3-4 years]
