[MC-133615] Dispensers don't place minecarts or boats

When you activate a dispenser with a minecart or boat in it, and the correct block is underneath (rails & water, respectively), the dispenser doesn't place its contents, and instead spits it out like a dropper.

For me it works normally. Are you sure you used a dispenser?

Nevermind, it was only on a single world, probably because it had been loaded in an earlier snapshot.
