The particle of rain looks isn't right on the water.

right way: particle shuold be in the surface

now way: particle below the surface

Steps to Reproduce:
1. execute command: /weather rain
2. look the water surface
3. look the water below the surface (~ ~-1 ~)
4. It's looked very weird
