Crash when loading 1.13-pre6 superflat in 1.13-pre9

I tried to load my creative superflat world from 1.13-pre6 in pre9 and it immediately crashed. I tried two other times and it crashed both other times.

How to recreate:

1: Create a regular superflat world in 1.13-pre6

2: Load it in pre9
