[MC-133861] 1.13 custom advancements not showing

When making datapack, /advancement command cannot find custom advancements, despite being present, as well as being able to find them previously. Nothing changed in the files/folders, just did /reload in-game. Restart changed nothing.

As the game log shows, the root advancement is not loading because criteria is not allowed to be empty. As consequence, its children are also not able to load.

I never noticed, because I had set the criteria in the generator I was using. I guess something screwed up with it. Thanks for finding that for me.
