When using diamond shovel with Effisiency IV on it, no gravel drop from gravel blocks, only flint.
Using any shovel without enchant drop normal gravel as usually.

Does your shovel have Fortune III. That enchantment (at level 3) increases the chance of gravel dropping flint to 100%. This is intended.
