[MC-134046] Scrolling from the newly released 1.13 seems to not be working properly. It feels weirdly slow and takes multiple scrolls to change between items. This was also an issue in the pre releases of 1.13 and is still one in the full 1.13 release.

Scrolling between items in 1.13 is not working like it used to before, and feels extremely slow.
